Karnataka Education Recruitment Rules (2nd Amendment) Draft Rules 2026: ಶಿಕ್ಷಣ ಇಲಾಖೆ ನೇಮಕಾತಿ ನಿಯಮಗಳಿಗೆ 2ನೇ ತಿದ್ದುಪಡಿ: ಕರ್ನಾಟಕ ಶಿಕ್ಷಣ ಇಲಾಖೆ ಸೇವೆಗಳ ನೇಮಕಾತಿ ನಿಯಮಗಳಿಗೆ 2026ರ ಎರಡನೇ ತಿದ್ದುಪಡಿ ಕುರಿತು ಸಂಪೂರ್ಣ ಮಾಹಿತಿ, ಪ್ರಮುಖ ಬದಲಾವಣೆಗಳು ಮತ್ತು ಅಧಿಸೂಚನೆ ವಿವರಗಳು.

ಅಧಿಸೂಚನೆ:

ಕರ್ನಾಟಕ ಶಿಕ್ಷಣ ಇಲಾಖೆ ಸೇವೆಗಳು (ಸಾರ್ವಜನಿಕ ಶಿಕ್ಷಣ ಇಲಾಖೆ) (ನೇಮಕಾತಿ) ನಿಯಮಗಳು, 1967ನ್ನು ಈ ಮುಂದಿನಂತೆ ತಿದ್ದುಪಡಿ ಮಾಡಲು ಕರ್ನಾಟಕ ನಾಗರಿಕ ಸೇವೆಗಳು ಅಧಿನಿಯಮ 1978 (1990ರ ಕರ್ನಾಟಕ ಅಧಿನಿಯಮ 14) ರ ಕಲಂ 3 ಉಪ ಕಲಂ (1) ರೊಂದಿಗೆ ಓದಿಕೊಂಡ ಕಲಂ 8 ರಂತೆ ಪ್ರದತ್ತವಾದ ಅಧಿಕಾರದನ್ವಯ ಕರ್ನಾಟಕ ಸರ್ಕಾರವು ಉದ್ದೇಶಿಸಿದ್ದು, ಅದರಿಂದ ಬಾಧಿತರಾಗಲು ಸಂಭವವಿರುವ ಎಲ್ಲಾ ವ್ಯಕ್ತಿಗಳ ಮಾಹಿತಿಗಾಗಿ ಸದರಿ ಅಧಿನಿಯಮದ ಕಲಂ-3 ರ ಉಪ ಕಲಂ (2) ರ ಖಂಡ (ಎ) ರಲ್ಲಿ ಅಗತ್ಯಪಡಿಸಿರುವಂತೆ ಈ ಮೂಲಕ ಪ್ರಕಟಿಸಿದೆ. ಹಾಗೂ ಸದರಿ ಕರಡು ತಿದ್ದುಪಡಿ ನಿಯಮಗಳನ್ನು, ಅವುಗಳು ಕರ್ನಾಟಕ ರಾಜ್ಯಪತ್ರದಲ್ಲಿ ಪ್ರಕಟಗೊಂಡ ದಿನಾಂಕದಿಂದ 15 ದಿನಗಳ ನಂತರ ಪರಿಗಣನೆಗೆ ತೆಗೆದುಕೊಳ್ಳಲಾಗುವುದೆಂದು ಈ ಮೂಲಕ ತಿಳಿಸಲಾಗಿದೆ.

ಸದರಿ ಕರಡು ತಿದ್ದುಪಡಿ ನಿಯಮಗಳ ಕುರಿತಂತೆ ಯಾವುದೇ ವ್ಯಕ್ತಿಯಿಂದ ನಿಗಧಿತ ಅವಧಿಯೊಳಗೆ ಸ್ವೀಕೃತವಾಗುವ ಯಾವುದೇ ಆಕ್ಷೇಪಣೆ ಅಥವಾ ಸಲಹೆಗಳನ್ನು ರಾಜ್ಯ ಸರ್ಕಾರವು ಪರಿಗಣಿಸುವುದು. ಆಕ್ಷೇಪಣೆ ಮತ್ತು ಸಲಹೆಗಳನ್ನು ಸರ್ಕಾರದ ಅಪರ ಮುಖ್ಯ ಕಾರ್ಯದರ್ಶಿ, ಶಾಲಾ ಶಿಕ್ಷಣ ಮತ್ತು ಸಾಕ್ಷರತಾ ಇಲಾಖೆ, 6ನೇ ಮಹಡಿ, ಬಹುಮಹಡಿಗಳ ಕಟ್ಟಡ, ಡಾ|| ಬಿ.ಆ‌ರ್. ಅಂಬೇಡ್ಕ‌ರ್ ವೀದಿ, ಬೆಂಗಳೂರು -560 001 ಇವರ ವಿಳಾಸಕ್ಕೆ ಕಳುಹಿಸತಕ್ಕದ್ದು.

ಕರಡು ನಿಯಮಗಳು:

1. ಶೀರ್ಷಿಕೆ ಮತ್ತು ಪ್ರಾರಂಭ: (1) ಈ ನಿಯಮಗಳನ್ನು ಕರ್ನಾಟಕ ಶಿಕ್ಷಣ ಇಲಾಖೆ ಸೇವೆಗಳು (ಸಾರ್ವಜನಿಕ ಶಿಕ್ಷಣ ಇಲಾಖೆ) (ನೇಮಕಾತಿ) (ಎರಡನೇ ತಿದ್ದುಪಡಿ) ನಿಯಮಗಳು, 2026 ಎಂದು ಕರೆಯತಕ್ಕದ್ದು, (2) ಈ ನಿಯಮಗಳು ಕರ್ನಾಟಕ ರಾಜ್ಯಪತ್ರದಲ್ಲಿ ಅಂತಿಮವಾಗಿ ಪ್ರಕಟಗೊಂಡ ದಿನಾಂಕದಿಂದ ಜಾರಿಯಾಗತಕ್ಕದ್ದು.

2. ಕೋಷ್ಟಕದ ತಿದ್ದುಪಡಿ: ಕರ್ನಾಟಕ ಶಿಕ್ಷಣ ಇಲಾಖೆ ಸೇವೆಗಳು (ಸಾರ್ವಜನಿಕ ಶಿಕ್ಷಣ

ಇಲಾಖೆ) (ನೇಮಕಾತಿ) ನಿಯಮಗಳು, 1967ರ ಕೋಷ್ಟಕದಲ್ಲಿ “ಶ್ರೇಣಿ ॥ ಪತ್ರಾಂಕಿತವಲ್ಲದ ಹುದ್ದೆಗಳು” ಶೀರ್ಷಿಕೆಯಡಿಯಲ್ಲಿ ಕ್ರಮ ಸಂಖ್ಯೆ: 64-ಎ ರಲ್ಲಿನ “ಪ್ರಾಥಮಿಕ ಶಾಲಾ ಮುಖ್ಯ ಶಿಕ್ಷಕರು” “ನೇಮಕಾತಿ ವಿಧಾನ” ಅಂಕಣ ಸಂಖ್ಯೆ (3) ರಲ್ಲಿನ ನಮೂದುಗಳ ಬದಲಿಗೆ ಈ ಕೆಳಕಂಡ ನಮೂದುಗಳನ್ನು ಪ್ರತಿಸ್ಥಾಪಿಸತಕ್ಕದ್ದು:-

“ಪ್ರಾಥಮಿಕ ಶಾಲಾ ಶಿಕ್ಷಕರು (1 ರಿಂದ 5ನೇ ತರಗತಿ) ಮತ್ತು ಪದವೀಧರ ಪ್ರಾಥಮಿಕ ಶಿಕ್ಷಕರು (6 ರಿಂದ 8ನೇ ತರಗತಿ) ವೃಂದದಿಂದ ಅನುಕ್ರಮವಾಗಿ 2:1ರ ಅನುಪಾತದಲ್ಲಿ ಮುಂಬಡ್ತಿ ಮೂಲಕ ಪ್ರತಿ 3ನೇ ರಿಕ್ತಸ್ಥಾನವನ್ನು ಪದವೀಧರ ಪ್ರಾಥಮಿಕ ಶಿಕ್ಷಕರಿಂದ ತುಂಬತಕ್ಕದ್ದು.

ಪ್ರಾಥಮಿಕ ಶಾಲಾ ಶಿಕ್ಷಕರು (1 ರಿಂದ 5ನೇ ತರಗತಿ) ಮತ್ತು ಪದವೀಧರ ಪ್ರಾಥಮಿಕ ಶಿಕ್ಷಕರು (6 ರಿಂದ 8ನೇ ತರಗತಿ) ವೃಂದದಿಂದ ಸರ್ಕಾರಿ ಹಿರಿಯ ಪ್ರಾಥಮಿಕ ಶಾಲಾ ಮುಖ್ಯ ಶಿಕ್ಷಕರು ಹಾಗೂ ಸರ್ಕಾರಿ ಪ್ರೌಢಶಾಲೆಗಳಲ್ಲಿನ ಸಹಶಿಕ್ಷಕರು ಗ್ರೇಡ್-1 ವೃಂದಗಳಿಗೆ ಮುಂಬಡ್ತಿ ಹೊಂದಲು ಅವಕಾಶವಿದ್ದು, ಮುಂಬಡ್ತಿಗೆ ಅರ್ಹರಿರುವ ಈ ಎರಡೂ ವೃಂದಗಳ ಶಿಕ್ಷಕರಿಂದ ಮುಂಬಡ್ತಿ ನೀಡುವ ಮೊದಲು ಹಿಂದಕ್ಕೆ ಪಡೆಯಲಾಗದ ಅಭಿಮತವನ್ನು ಪಡೆಯತಕ್ಕದ್ದು.

(2) ಅಂಕಣ (4) ರಲ್ಲಿನ ನಮೂದುಗಳ ಬದಲಿಗೆ ಈ ಕೆಳಕಂಡ ನಮೂದುಗಳನ್ನು ಪ್ರತಿಸ್ಥಾಪಿಸತಕ್ಕದ್ದು.

“ಪ್ರಾಥಮಿಕ ಶಾಲಾ ಶಿಕ್ಷಕರು (1 ರಿಂದ 5ನೇ ತರಗತಿ) ಇವರು ಸದರಿ ವೃಂದದಲ್ಲಿ 12 ವರ್ಷಗಳಿಗೆ ಕಡಿಮೆ ಇಲ್ಲದಂತೆ ಸೇವೆ ಸಲ್ಲಿಸಿರತಕ್ಕದ್ದು ಮತ್ತು ಪದವೀಧರ ಪ್ರಾಥಮಿಕ ಶಿಕ್ಷಕರು (6 ರಿಂದ 8ನೇ ತರಗತಿ) ಇವರು ಸದರಿ ವೃಂದದಲ್ಲಿ 12 ವರ್ಷಗಳಿಗೆ ಕಡಿಮೆ ಇಲ್ಲದಂತೆ ಸೇವೆ ಸಲ್ಲಿಸಿರತಕ್ಕದ್ದು:

ಪರಂತು, ಪ್ರಾಥಮಿಕ ಶಾಲಾ ಶಿಕ್ಷಕರು (1 ರಿಂದ 5ನೇ ತರಗತಿ) ಮತ್ತು ಪದವೀಧರ ಪ್ರಾಥಮಿಕ ಶಿಕ್ಷಕರು (6 ರಿಂದ 8ನೇ ತರಗತಿ) ವೃಂದದಿಂದ ಮೇಲಿನ ಅನುಪಾತದ ಪ್ರಕಾರ ಅವಶ್ಯಕ ಸಂಖ್ಯೆಯಲ್ಲಿ ಮುಂಬಡ್ತಿಗಳನ್ನು ನೀಡಲು ಯಾವುದೇ ಕಾರಣದಿಂದ ಅನುಕ್ರಮವಾಗಿ ಸದರಿ ವೃಂದಗಳಲ್ಲಿ ಜೇಷ್ಠತೆಯನುಸಾರ ಅರ್ಹರಿರುವ ಶಿಕ್ಷಕರು ಮುಂಬಡ್ತಿ ಪಡೆಯಲು ನಿರಾಕರಿಸಿದಲ್ಲಿ ಅಥವಾ ಮುಂಬಡ್ತಿ ವರ್ತುಲದಲ್ಲಿ ಮುಂಬಡ್ತಿಗೆ ಪರಿಗಣಿಸಲು ನಿಯಮಾನುಸಾರ ಅರ್ಹರಿಲ್ಲದಿದ್ದಲ್ಲಿ ಆಡಳಿತಾತ್ಮಕ ಹಿತದೃಷ್ಟಿಯಿಂದ ಇನ್ನೊಂದು ವೃಂದದಲ್ಲಿನ ಜೇಷ್ಠತೆಯನುಸಾರ ಅರ್ಹರಿರುವ ಶಿಕ್ಷಕರನ್ನು ಮುಂಬಡ್ತಿಗೆ ಪರಿಗಣಿಸತಕ್ಕದ್ದು. ಆದಾಗ್ಯೂ, ಈ ರೀತಿ ಅನುಕ್ರಮವಾಗಿ ಆಯಾ ವೃಂದಕ್ಕೆ ಮುಂಬಡ್ತಿಯಲ್ಲಿ ನಷ್ಟವಾದ ಹುದ್ದೆಗಳನ್ನು ಮುಂದಿನ ಮುಂಬಡ್ತಿಗಳಲ್ಲಿ ಸರಿದೂಗಿಸತಕ್ಕದ್ದು”.

NOTIFICATION

The draft of the following rules further to amend the Karnataka Education Department Services (Department of Public Instruction) (Recruitment) Rules, 1967, which the Government of Karnataka proposes to make in exercise of the powers conferred by sub-section (1) of section 3 read with section 8 of the Karnataka State Civil Services Act, 1978 (Karnataka Act 14 of 1990) is hereby published as required by clause (a) of sub-section (2) of section 3 of the said Act, for the information of all the persons likely to be affected thereby and notice is hereby given that the said draft will be taken into consideration after fifteen days from the date of its publication in the official Gazette.

Any objection or suggestion which may be received by the State Government from any person with respect to the said draft before the expiry of the period specified above will be considered by the State Government. The Objections or suggestions may be addressed to the Additional Chief Secretary to Government, Department of School Education and Literacy, 6th Floor, M.S. Building, Dr. B.R. Ambedkar Veedhi, Bengaluru-560 001.

DRAFT RULES

1. Title and commencement. (1) These rules may be called the Karnataka

Education Department Services (Department of Public Instruction) (Recruitment) (Second Amendment) Rules, 2026.

(2) They shall come into force from date of their final publication in the Official Gazette.

2. Amendment of Schedule.- In the Karnataka Education Department Services (Department of Public Instruction) (Recruitment) Rules, 1967, in the schedule, under the heading ‘Class III NON GAZETTED posts’,- in the entries relating to the posts of “Primary School Head Masters” at serial no. 64-A under the “Method of Recruitment”, for the entries relating to the column (3) the following shall be substituted namely:-

“By promotion from the cadre of Primary School Teacher (Class 1 to 5) and Graduate Primary Teacher (Class 6 to 8) in the ratio of 2:1 respectively every 3rd vacancy shall be filled from GPT.

There is an opportunity for promotion to both the posts of Headmaster of Government Higher Primary Schools and Secondary Schools Assistant Teacher (Grade-II) cadre of Government High Schools from the cadres of Primary School Teacher (Classes 1 to 5) and Graduate Primary Teacher (Classes 6 to 8), it is essential to get the irrevocable option before giving the promotion from the eligible teachers of these two cadres”.

(2) For the entries relating to Column (4) the following shall be substituted namely:-

“Primary School Teacher (Class 1 to 5) must have served in the cadre for not less than 12 years or Graduate Primary Teachers (Class 6 to 8) must have served in the cadre for not less than 12 years:

Provided that if sufficient number of Promotion from the Primary School Teacher (Class 1 to 5) cadre and from the Graduate Primary Teacher (Class 6 to 8) cadre as per the above ratio, if the eligible teachers of the respective cadre based on the seniority refuse the promotion for any reason or are not eligible to be considered in that promotion cycle as per the rules, the eligible teachers of another cadre based on the seniority may be considered for promotion in the interest of Administration. However, the posts lost in the promotion for the respective cadre shall be compensated in the next promotions”.
